Government Contracts Division / Presidency of Al-Furat Al-Awsat Technical University
The Government Contracts Division is administratively affiliated with the President of the University and a technician in the Government Contracts Department at the Ministry of Higher Education and Scientific Research. The Government Contracts Division handles the contracting business in accordance with the instructions for executing the government contracts in force or any instructions to replace them from the tender announcement to the final stages of the contract. The Government Contracts Division has a number of staff with engineering, legal and financial functions. The responsible of Government Contracts Division is concerned with overseeing and monitoring the performance of the Division’s work for all units and assignments of the Division, as well as representing the University with meetings and conferences within the scope of work of the Division and proposing the formation of committees related to the work of the Government Contracts Division. The Division of Government Contracts in the Presidency of our University consists of six administrative units: Follow-up Unit: Follow-up unit is concerned with requirements to create the work site or stores required for storage or allocation of land required for the project legally and follow-up procedures for the acquisition of land and procedures of allocation and coordination with the Department of government contracts in the ministry. The procedures for the implementation of university projects contracts and stages of completion and follow-up procedures of the committees opening bids and analysis and answer formations of the university on the letters of the ministry, And the follow-up development projects of the regions implemented for the university and the translation of contracts and tender documents and any other tasks consistent with the work of the unit.
2- Import unit: The tasks of this unit are to import or equip equipment, materials and materials for the university and any other tasks that are consistent with the work of the unit.
3- Contracting Unit: The preparation of draft contracts in coordination with the Department of Government Contracts at the Ministry’s headquarters as well as obtaining the fundamental approvals in all matters related to the implementation of government contracts and the formation of committees to open and analyze bids in coordination with the sections of engineering, financial and legal affairs as well as cooperation with pricing committees and follow-up true Issuing required documents such as contract (Clearance, identification, company classification, letters of guarantee), selecting the best method for executing contracts, and any other tasks that are in line with the work of the unit.
4- Investment Unit: Coordinating with the competent authorities at the university to propose the university projects as well as follow up to tell the ministry on investment projects and coordination with the investment authority in the governorate on investment projects and make the necessary to grant the license of investment projects.
5- Electronic Archive Unit: It will supervise the projects profiles and letters of the Division, print the letters related to the work of the Contracts Division, keep correspondence, the official correspondence of the Division and the other concerned bodies, and any other tasks that are consistent with the work of the Unit.
6. Legal unit: Follow up the contract suits that are held by the university or are held on the university regarding the projects implemented and take the necessary legal measures in the event of violation of the contractor’s contractual obligations and in a form that guarantees the rights of the university and any other functions consistent with the work of the unit.
